The factory marks shows that this is from 1898-1899.
Blue-painted is one of Bing & Grøndahl's oldest dinnerware sets, normally painted on the shape, which both the Empire and the Seagull sets are painted, from 1895.
It is painted on a fluted version.

Blue-painted is Bing & Grøndahl's version of the blue fluted porcelain.
